Royal Flying Corps 1914–1918: From Reconnaissance to Air War — Observation, Fighters & the Birth of the RAF // Log 027

The Royal Flying Corps did not begin the First World War as a force of fighter aces. Its first military value was information: finding the enemy, photographing positions, correcting artillery fire and reporting what was happening beyond the horizon of commanders on the ground.
I spent twelve years as a Royal Welsh mortarman. From that point of view the RFC story starts with observation and target acquisition, not dogfighting. A gun or mortar can only affect the right place if somebody can see, identify and communicate what is happening. Aircraft changed that relationship on a scale armies had never possessed before. The fight for control of the air grew partly because both sides wanted to protect that information system and deny it to the enemy.
Why Britain created the RFC
By 1911 Britain was visibly behind France and Germany in organised military aviation. The Committee of Imperial Defence examined how aircraft and airships should be developed for military use. The result was the creation of the Royal Flying Corps by Royal Warrant on 13 April 1912.
The new organisation brought existing Army aviation into a broader structure and linked operational flying, training and technical development.
1912 structure — a very small service
The original RFC was divided into three principal elements:
- Military Wing: intended to support the Army. It initially contained No. 1 Squadron with airships and Nos. 2 and 3 Squadrons with aeroplanes, followed by further squadrons as the service expanded.
- Naval Wing: developed aviation for maritime use. It became increasingly independent and was formally separated as the Royal Naval Air Service in 1914.
- Central Flying School: trained pilots and standardised flying instruction for both services.
The Royal Aircraft Factory at Farnborough and other technical organisations supported aircraft development, testing and procurement. The RFC therefore began as more than a collection of pilots: it was already becoming a system of squadrons, training, maintenance, supply, engineering and staff work.

1914 — the eyes of the Army
When the British Expeditionary Force deployed to France in August 1914, the RFC went with it. The force was tiny by later standards and aircraft were fragile, slow and often unarmed. Their value was nevertheless immediate.
Reconnaissance crews reported enemy columns, railway movement and changes in the German advance. During the mobile campaign, aerial observation provided information that mounted patrols or ground observers could not always obtain quickly enough.
Navigation was difficult. Pilots and observers used maps, roads, railways and landmarks. Airfields were often improvised. Machines required constant maintenance. The operational product was not the aircraft itself; it was the information brought back to headquarters.
Photography turns a flight into intelligence
Once the Western Front hardened into trenches, photography became one of the RFC's most important products. Aerial cameras produced images of trench systems, batteries, roads, railways, supply dumps and new construction.
Repeated photography mattered as much as a single photograph. Comparing images over time could reveal a new gun position, a strengthened trench, fresh wire or movement behind the front. Specialist photographic sections developed prints and mosaics for staffs and artillery units.
This was a major change in warfare: commanders could study parts of the enemy system they had never physically seen.
Artillery observation — aircraft and guns become one system
Artillery spotting turned aircraft into airborne observation posts. An observer identified a target or watched where shells landed, then sent corrections to the gun line. Early systems used visual signals; wireless transmission rapidly became central.
The aircraft did not 'aim the gun' in a modern sense. It supplied information that allowed artillery headquarters and batteries to correct range and direction. The effectiveness of the whole system depended on several links working together:
- the observer had to locate the target;
- the crew had to remain over or near the area despite weather and enemy aircraft;
- the message had to reach a receiving station;
- the information had to reach the correct guns;
- the battery had to fire while the observation was still useful;
- the aircraft had to observe and report the result.
That dependency explains why air superiority became a battlefield requirement. Shooting down or driving away an observation aircraft could blind enemy artillery even if the guns themselves remained intact.
1915 — organisation around the Army
By 1915 the RFC was expanding quickly. When Hugh Trenchard took over field command from Henderson in August, he argued for a structure that tied air units more directly to Army formations.
Corps-level squadrons increasingly specialised in artillery cooperation, photography and close reconnaissance. Other squadrons served army headquarters with longer-range reconnaissance, while bombing and fighter tasks expanded as the air war developed.
This organisational distinction is the closest equivalent to an order of battle for an article like this. The RFC was not one homogeneous air fleet: different squadrons generated different information and effects for different levels of command.
Contact patrols — finding friendly infantry
One of the hardest problems in an attack was not knowing where your own troops had reached. Telephone wires were cut, runners were slow and smoke or terrain could hide infantry from headquarters.
The RFC began experimenting with contact patrols in 1915. Aircraft flew low over the battlefield trying to identify friendly positions and pass that information back. During the Aubers Ridge fighting on 9 May 1915, No. 16 Squadron used wireless extensively while attempting this role.
Later systems used signal panels, flares and other recognition methods. They were imperfect and dangerous, but they formed an early answer to a problem that became even more serious as attacks moved faster in 1917–18.
The fight for control of the air
Once reconnaissance and observation aircraft became valuable, each side needed to stop the other side doing the same work. Fighter aircraft therefore developed partly as protection for information-gathering aircraft and as a means of denying enemy reconnaissance.
Forward-firing machine guns transformed fighter combat. German Fokker Eindeckers with synchronised guns created a temporary technical advantage in 1915–16, the period later called the Fokker Scourge.
The advantage was never permanent. New Allied aircraft, formation tactics and growing numbers shifted the balance again. Aviation technology evolved so quickly that a dominant aircraft could become obsolete within months.
1916 — the Somme and expansion
By the Somme, the RFC was a much larger organisation. Artillery observation, photography and reconnaissance were woven into the preparation and conduct of the battle. Fighters tried to keep German aircraft away from Allied observation machines, while bombing and attacks on transport or airfields expanded.
The air war above the Somme was therefore directly connected to the artillery war below. Photographs helped build trench maps. Aircraft located batteries. Observers corrected fire. Fighter patrols tried to protect those activities.
A contemporary voice
RFC pilot Percy Douglas later remembered the physical sensation of operating at high altitude:
“When we were flying at about 17,000 feet it gave you a wonderful feeling of exhilaration.”
That exhilaration existed alongside cold, oxygen deprivation, mechanical failure, anti-aircraft fire and enemy fighters. The lived experience of aircrew was very different from that of infantry below, but their work was increasingly tied to the same battle.
1917 — Bloody April
The Arras offensive exposed the RFC to one of its worst periods. German fighter units were experienced, concentrated and equipped with highly capable aircraft. The RFC still had to provide reconnaissance, photography and artillery support for the offensive below.
RAF Museum records that in the first week of April the RFC lost around 75 aircraft in combat. By the end of the month the British air services had lost approximately 150 aircraft and 316 aircrew.
The losses matter precisely because the missions continued. An army preparing and fighting a major offensive could not simply stop asking for artillery observation or photographs because the air environment was dangerous.
Why fighter 'aces' are only part of the story
Individual fighter pilots became natural subjects for newspapers and later popular history because aerial combat was personal and visually dramatic. But most of the operational value created by the RFC was less glamorous.
Observers photographed trenches. Wireless operators received corrections. Mechanics kept aircraft serviceable. Intelligence staff interpreted prints. Clerks, drivers and supply personnel moved fuel, ammunition and spares. Balloon units observed from fixed positions. Training organisations replaced crews lost to combat and accidents.
Without that infrastructure, the famous pilots would have had little military effect.
Bombing and ground attack
RFC aircraft also attacked railway stations, airfields, troop concentrations and other targets behind the front. By 1917–18 aircraft increasingly attacked ground targets directly with bombs and machine-gun fire.
These missions could disrupt movement and pressure enemy troops, but contemporary aircraft carried small loads by later standards and were vulnerable at low altitude. Air attack supplemented artillery and ground manoeuvre; it did not replace them.
1918 — Spring Offensive and mobile battle
The German Spring Offensives in March 1918 returned parts of the Western Front to mobile warfare. Aircraft had to locate moving formations, report changing front lines, attack transport and help artillery adapt to rapidly shifting targets.
The same integration appeared in Allied offensives later that year. At Amiens on 8 August, aircraft performed reconnaissance, artillery cooperation, contact patrols, ground attack and communications tasks within a huge all-arms plan.
By then the organisational name had changed.
1 April 1918 — the Royal Air Force
The RFC and Royal Naval Air Service were amalgamated on 1 April 1918 to create the Royal Air Force. The RFC therefore ceased to exist as a separate service before the final Allied offensives of the war.
The RAF became the world's first independent air force. That institutional change did not mean air operations suddenly stopped supporting armies and navies. The new service inherited the reconnaissance, artillery-cooperation, bombing and fighter systems developed by its predecessors.

What the RFC changed
The RFC's deepest contribution was not proving that aircraft could fight other aircraft. It changed how an army saw the battlefield.
By 1918 an operational headquarters increasingly expected aerial photographs, reconnaissance reports and air-observed artillery information as normal inputs to planning. The enemy's trench system could be photographed from above. Guns hidden behind a ridge could be located and engaged. Moving formations could be reported more quickly. Friendly infantry could sometimes be found when ground communications failed.
The result was a new information layer over land warfare — one that made control of the air militarily important long before aircraft could carry the destructive load of later generations.
